ICS2 in road transport, basics for clients
ICS2 (Import Control System 2) is an EU system requiring submission of cargo data before their entry into the EU. In road transport, it primarily concerns shipments from non-EU countries such as the United Kingdom, Turkey, or Ukraine. The obligation to submit ENS declarations rests on carriers and customs agents.
What is ICS2
ICS2 is the second generation of the EU import control system. It replaces the previous ICS system and introduces the obligation to submit detailed cargo data in advance (Entry Summary Declaration, ENS) for risk analysis purposes.
The system is being implemented in phases. Road transport was included under Release 3, which also covers maritime and rail transport.
The goal of ICS2 is to improve supply chain security and more effective protection of EU customs borders before goods physically cross the border.

Does ICS2 apply to transport within the EU?
No, ICS2 applies exclusively to goods entering the EU customs territory from third countries. Transport between EU member states does not require ICS2 declarations.
