What documents are needed for international transport
For international transport, you primarily need a CMR consignment note, commercial invoice, and packing list. Depending on the route and type of goods, customs documents (SAD, T1, T2), certificates of origin, and SENT declarations may also be required.
Documents step by step
CMR Consignment Note
The basic document in international road transport. It confirms the conclusion of a transport contract, describes the cargo and route. Required for every international transport subject to the CMR Convention. Issued in a minimum of 3 copies: for the sender, carrier, and recipient.
Commercial Invoice
A document confirming the value and type of goods. Essential for customs clearance and transport outside the EU. Contains sender and recipient data, goods description, value, delivery terms (Incoterms), and transaction currency.
Packing List
A detailed list of shipment contents: number of packages, gross and net weight of each item, dimensions, markings. Facilitates customs inspection and cargo verification during loading and unloading.
Customs documents (SAD, T1, T2)
SAD (Single Administrative Document) is a unified administrative document used in customs clearance. T1 is a transit document for goods from outside the EU, T2 for EU goods in transit through third countries. Required when crossing EU customs borders.
Certificates and attestations
Depending on the goods, the following may be required: EUR.1 (preferential origin), ATR (trade with Turkey), phytosanitary certificate (plants), veterinary certificate (animal products), CE conformity certificate.
SENT declaration
Mandatory for the transport of sensitive goods within Poland (fuels, oils, alcohol, dried tobacco). Declaration in the PUESC system before the start of transport. Applies to both the sender and the carrier.

Frequently asked questions
Who issues the CMR consignment note?
The CMR note is most often issued by the sender or freight forwarder on behalf of the sender. The carrier confirms receipt of the cargo by signing the CMR. The document is prepared before loading.
Is a commercial invoice needed for transport within the EU?
For transport within the EU, a commercial invoice is not required for customs purposes, but it is needed as a trade document. For export outside the EU, the invoice is mandatory for customs clearance.
When is a T1 document needed?
A T1 document is required when goods from outside the EU are transported in transit through EU territory without customs clearance. A typical example: goods from the United Kingdom transported through France to Switzerland.
